SPPA Action Plan
-
Work with the Spirit Mt. Board and the City Administration to ensure
that development plans for the Spirit Mountain Recreation Area
- are in keeping with the historical character of West Skyline Parkway;
- protect and preserve the environmental and aesthetic qualities of West
Skyline Parkway;
- promote uses that recognize the existing northern hardwood forest as a
valuable natural resource;
- include preservation and improvement of existing trails to promote
year-round recreational uses.

Restore the aesthetic appeal of Skyline Parkway by developing an
``Adopt-the-Skyline'' program to pick up litter, by working with
the city to post signs prohibiting littering, and by working with the
Police Department to enforce existing ordinances that prohibit
littering. Here's what WSPPA heard
on this issue from City Forester Kelly Fleisner.

Improve the view at scenic overlooks along West Skyline Parkway by
working with the City Forestry Department to develop a regular
maintenance program for tree trimming.

Work with the City Administration to add a representative from the 5th
District to the Spirit Mt. Authority and the Planning Commission.

Improve recognition of the Magney and Snively parks as an important
part of the city park system by working with the Parks and Recreation
Commission to erect signs that identify the parks and signs that
indicate park rules and regulations. Work with the Police Department
to improve enforcement of existing park ordinances and enforcement of
existing trail designations.

Develop a coalition of homeowners and organizations along other
portions of Skyline Parkway dedicated to the protection and
preservation of Duluth's historic Skyline Parkway.

Work with the Duluth Preservation Alliance to create a Corridor
Management Plan for Skyline Parkway.

Work with the City Parks and Recreation Commission to designate the
existing northern hardwood forest of Magney Park, Snively Park, and
Spirit Mt. as the Magney-Snively Memorial Forest.

Work with other community groups to establish a program of
reforestation of the hillside above Wheeler Field in West Duluth,
using native trees transplanted from West Skyline Parkway.
