Environmental Assessment Worksheet - Golf course and hotel

While some of the information on this page is somewhat historical, an unofficial PDF version (here) of the EAW, and the responses to it (linked in menu at left) may still be of interest.

WSPPA sues over golf course

This page describes the environmental review process that WSPPA feels was inadequate. The lawsuit page has more current information about what's going on.

Environmental review

The planning commission met and heard from the developer and paid experts, the Chamber of Commerce and their flock, and then a large group of concerned citizens and experts who described the numerous problems with the proposed golf course. The press was there in numbers, and everyone seems impressed with the volume of expert opinion and concern demonstrated by the meeting.

The commission decided a full EIS was not necessary, despite expert opinion suggesting the contrary.

Continuing to express your opinion, to city council members (see bottom of page), letters to the editor, call in radio, will help.

Be Heard!

It would be great to have people call in to the radio talk shows to get some public awareness going - it's easy, see these options.

What is an EAW?

A developer wants to put a golf course and hotel in the mature northern hardwood forest on Spirit Mountain. This proposal is currently subject to an Environmental Assessment Worksheet (EAW).

A Environmental Assessment Worksheet is an analysis of the environmental consequences of a development project. The public has 30 days to comment, for this project that period ends Dec. 1, 1999.

The EAW prepared by the developer ignores many important environmental and local community issues. Your comments on the EAW are important - let the City know your concerns.

WSPPA believes that the golf course is an inappropriate development for the Spirit Mountain area, and that it will destroy the integrity of the forest and threaten local water supplies. WSPPA believes that there are preferable alternative forms of development, focussing on the area's natural beauty and the potential for low impact eco-tourism. See the Memorial Forest petition.

How to comment

There is an unofficial version of the EAW available here. But the best way to get the EAW is to pick up a paper copy from the Planning Department. This lets them know people are interested in the issue, and the online version here is not as well formatted as the paper version.

To get a paper copy, call Jim Mohn in the Planning Dept., 723 3328, and say you'd like to pick up a copy of the Spirit Mt. EAW. They're free, but it pays to phone ahead to make sure copies are available. You pick them up from Room 409, City Hall.

EAW background information

The State's Environmental Quality Board (EQB) has a brief summary of the review process. You can get a blank EAW form for reference. There's also the "Guide to Minnesota Environmental Review Rules". The Minnesota Rules governing environmental review are available at this site.
